FCM’s Municipal Building Retrofits process assists municipal governments in developing comprehensive retrofit programs for their buildings and supports municipal staff by providing customized tools and services throughout the design and implementation process.
Municipal governments manage about five per cent of Canada's buildings. This represents about 20 million square meters of space and over $1 billion in annual operating costs, including $280 million in energy and water bills.

Building retrofits get results. A retrofit program can:
- Significantly reduce utility costs, recouping the cost of the program itself within a few years
- Cut system repair and maintenance costs
- Improve occupant well being; reduce occupant complaints
- Increase overall energy efficiency
- Reduce the risk of costly emergency repairs
- Generate up to 20 local jobs for every $1 million invested
- Enhance safety and productivity in work and community spaces
FCM’s Municipal Building Retrofit Program was developed in 2001-2003 to support municipal governments in upgrading their facilities to improve energy efficiency and performance. The program portion is now dormant however the Municipal Building Retrofit Guide that was developed by FCM remains available here to assist municipalities in developing their local retrofit program.
