Funding focus: waste diversion
FCM’s Green Municipal Fund (GMF) offers below-market loans, in combination with grants, to support waste diversion projects.
Available funding
- Rates for municipalities are 1.5 per cent lower than the Government of Canada bond rate and even further below market rates.
- Eligible applicants can request up to $4 million in loans and $400,000 in grants for each project.
Timeline
Applications are considered as they are received. Each application is evaluated on its own merits. Not all proposals will be funded.

To increase the amount of waste diverted from landfill sites in Canada.

Who is eligible?
Any Canadian municipal government, municipal utility (owned in whole or in part by a municipal government), or municipal partner may apply for funding.
What projects are eligible?
Projects that divert municipal solid waste (MSW) from landfill through reuse, recycling, thermal treatment processes or biological processes are eligible for funding.
All eligible projects must be expected to result in a total diversion rate (TDR) of at least 50 per cent after project implementation.

The following activities must be complete before submitting a proposal:
- A waste review based on data that is not more than five years old.
- A solid waste management plan or solid waste diversion plan that is not more than seven years old.
If these pre-requisites have not yet been completed, applicants are not eligible for funding.
